Abstract

Citizenship policy can be used by states to serve geopolitical purposes. By bestowing citizenship to extraterritorial groups states seek to destabilize neighboring countries and promote nationalist ideologies. One example of such policies can be seen in the citizenship policies of Russia towards Russian-speaking minorities abroad. Questions of which dilemmas relate to the strategic use of citizenship policy will thus be discussed in the Guest Lecture. Moreover, the question of how minorities, neighboring states and the international community should respond to such dilemmas, will be considered.
