Abstract:

In 2019, after the local elections, a row of local governments experienced a ’participatory turn’ in Hungary. Newly elected local leaders placed citizen participation among the primary topics of local governments, especially in the capital Budapest. Marietta Le, senior advisor to the mayor of Budapest is going to present the current activities of the Municipality of Budapest. How can the effects of a generally top-down decision-making and a generally non-participatory urban planning practice be turned around? The Municipality of Budapest is experimenting with new participatory methods such as a climate assembly or the introduction of participatory budgeting. In addition to that, a new approach of how the municipality works is being implemented, a team works on co-creating service design principles with the municipal administration. The challenge is great, restoring trust can only be possible with residents actually experiencing change, meanwhile the state of local politics and the global COVID-19 pandemic are also slowing down the building of a closer, more transparent, and more reliable relationship with locals.
